Pets are not just animals anymore. For most pawrents, they are family. Today, bringing a puppy or kitten home can be as simple as calling or visiting a breeder and taking your new pet home the same day.
However, it is going to become a bit challenging in Jaipur. The Jaipur Municipal Corporation (JMC) has made registration mandatory for all pet dogs and cats in the city. If you are a pawrent in Jaipur, or planning to become one, you now have a deadline to work with.
JMC has set September 30, 2026, as the final deadline to register your pet dog or cat.The registration drive begins on August 1 and will run for 60 days.
Why JMC Is Doing This
This move comes after the Rajasthan High Court took up a case on stray dogs and dog bite incidents across the state. The court also called for compulsory pet registration, with a clear deadline and punishment for its failure. JMC's new rule is the city acting on that court order.
JMC Commissioner Om Kasera was clear about the intent behind the move. "The goal is to keep pets healthy, maintain vaccination records, and make Jaipur a rabies-free area," Kasera said. He added that the initiative is about keeping pets and people safe, not about punishing owners.
What the Registration Actually Covers
It's not just paperwork when you register your pet with JMC. Here is some of it:
- A municipal registration record for your dog or cat
- The anti-rabies vaccination details required for your pet's registration
- A metal name tag for identification
Every pet dog and cat must get its first anti-rabies shot at three months old, followed by annual boosters. Your pet's vaccination details are recorded as part of its registration.

Registration fee: ₹1000+GST (for one year)
Renewal: ₹500 plus GST, every year after
Penalties to Know About
If your pet remains unregistered after September 30, you could face a fine of up to ₹5,000.
Other violations of the pet registration rules may attract a ₹2,000 penalty.
If an unregistered pet is impounded, a maintenance fee of ₹100 per day may also apply.
New Rules for Pet Shops and Breeders Too
The new requirements also extend beyond individual pet owners. JMC has made it mandatory for pet shops, dog and cat breeders, and kennel operators to register with the Animal Welfare Board of India (AWBI). No pet can be sold or handed over to a buyer without being registered with the municipal corporation first.
If you are buying a puppy or kitten under three months old, you will need to sign an undertaking that you will get it vaccinated against rabies.
This could encourage greater accountability among breeders and pet shops.
A Free Camp to Get You Started
JMC isn't going to leave pet owners on their own to deal with this. The corporation is holding a Dog and Cat On the Spot Licensing Camp at IDB, Durgapura, on August 2, from 10 AM to 6 PM.
At the camp, you can get:
- On-the-spot pet registration
- Free anti-rabies vaccination
- Health check-ups and deworming
- Microchipping
- Kennel Club of India (KCI) registration
- Puppy adoption and Indie dog adoption
- Feeding and reflective collars for street dogs.
- Free metal name tags
- Pet food hampers and gifts worth up to ₹2,000 per registered pet
Be Worried or Happy about It?
On the bright side, a good pet register could help improve tracking of vaccinations, a significant consideration in a country where rabies remains a possibility. It could also improve the chances that a lost pet will be reunited with its family. It help increase accountability among breeders and pet shops.
On the other hand, this will cost pet owners an additional amount every year, when they are already investing in grooming, vet visits, and food. And like most civic rules in India, the real test will be how consistently JMC enforces it once the initial camp buzz settles down.
Either way, if you have a dog or cat in Jaipur, this rule applies to you now. Remember to mark Sept. 30 on your calendar and if you get a chance, try to attend camp on August 2.
